Why is my pool key not working?

Answer:

Pool keys are deactivated for non-payment of dues, violation fines and unabated violations of the governing documents. If you are not paying your dues to the association your key will be turned off until all payments are brought current and paid in full to the NRCA - if your account is in collections the key will be reactivated after the attorney remits all funds to the NRCA.

Sometimes the pool key system malfunctions or key fobs fail. If your key is not working and have a question contact the manager at 784-9963 or by email.

 

 

When the the association going to do something about advertisements on mailboxes?

Answer:

All mail boxes in North Ranch are the property of the US Postal Service. The NRCA has no jurisdiction over this issue. File a complaint with US Postal Service.

How do I find out how much money is being spent by the NRCA?

Answer:

All financial data belonging to the NRCA is available to all homeowners for viewing. Contact 624-4404 x 113 to request information.

 

What are the pool hours?

Answer:

South Pool: 6:00 AM to 11:00 PM

North Pool: 6:00 AM to 9:00 PM

What are the pool temperatures set at?

Answer: The strives to keep the pool water temperatures between 83 and 87 degrees. Per the board decision of 7/8/08 heaters are turned on between Oct 1st and May 31st with monitoring.

Why isn't the common area behind my house cut back? I called to complain?

Answer: All common areas are on a schedule to be "tamed." The following areas have already been cut back in the last 9 months:

Ironwood 3 west side, Ironwood 2 west side, Ironwood 3 far east side, Ironwood 4 along shannon rd, Desert Bend east side, Cactus Canyon Ironwood 1, 2 and 3, Catalina IV. Rat infested prickly pear was removed from the common area in Ironwood 4.

The work is prioritized by need and cost. In the past the "squeaky wheels" were attended to without any planning or contiguous management. The entire community is now paying for deferred maintenance as a result.

Now, all work is performed on a schedule. Long-term planning is being adhered to.

If a common area tree is touching your home please call 624-4404 and the mgmt. company will inspect the problem and take action if necessary. Thank you.

Do I have to get ARC approval to remove a dead tree?

Answer: Yes. ARC approval for minor improvements can be obtained within 24 hours. The ARC improvement form is here.

Do residents who take the online Round Up also get the printed version?

Answer: Yes. It is emailed to over 200 residents every month. The printed Round Up is also available online. Homeowners who have access to the internet can get both versions.

How many people are complaining about the online Round Up compared to the printed version?

Answer: One. The publisher of the independent newspaper "For The Record" is the only known resident asserting the website is unfair to residents who take the printed version.

When was the last time the CC&R's were amended?

Answer: The CC&R's have never been amended. Only the Bylaws,Design Guidelines and North Ranch Rules have changed over the years.

How do I join a committee?

When is the association going to finally do something about the noisy kids who ride bikes and play in my cul-de-sac?

Answer: Never. State law prohibits an association from taking action against children playing in the street. From ARS 33-1808:

E. Notwithstanding any provision in the community documents, an association shall not prohibit children who reside in the planned community from engaging in recreational activity on residential roadways that are under the jurisdiction of the association and on which the posted speed limit is twenty-five miles per hour or less.

Will the association give me a hard time if I put political signs all over my front yard? Oh, yeah...and my neighbor is blocking my view of the mountains with his American flag. Can the association make him take it down?

Answer: The association can only set guidelines on flagpole design and cannot stop your neighbor from flying an American flag.

From ARS 33-1808:

A. Notwithstanding any provision in the community documents, an association shall not prohibit the outdoor display of any of the following:

1. The American flag or an official or replica of a flag of the United States army, navy, air force, marine corps or coast guard by an association member on that member's property if the American flag or military flag is displayed in a manner consistent with the federal flag code (P.L. 94-344; 90 Stat. 810; 4 United States Code sections 4 through 10).

2. The POW/MIA flag.

3. The Arizona state flag.

4. An Arizona Indian nations flag.

B. The association shall adopt reasonable rules and regulations regarding the placement and manner of display of the American flag, the military flag, the POW/MIA flag, the Arizona state flag or an Arizona Indian nations flag. The association rules may regulate the location and size of flagpoles but shall not prohibit the installation of a flagpole.

Regarding political signs, the association can prohibit the display of political signs earlier than 45 days before an election and later than seven days after an election. It depends on the timeline according to ARS 33-1808.

From ARS 33-1808:

C. Notwithstanding any provision in the community documents, an association shall not prohibit the indoor or outdoor display of a political sign by an association member on that member's property, except that an association may prohibit the display of political signs earlier than forty-five days before the day of an election and later than seven days after an election day. An association may regulate the size and number of political signs that may be placed on a member's property if the association's regulation is no more restrictive than any applicable city, town or county ordinance that regulates the size and number of political signs on residential property. If the city, town or county in which the property is located does not regulate the size and number of political signs on residential property, the association shall permit at least one political sign with the maximum dimensions of twenty-four inches by twenty-four inches on a member's property. For the purposes of this paragraph, "political sign" means a sign that attempts to influence the outcome of an election, including supporting or opposing the recall of a public officer or supporting or opposing the circulation of a petition for a ballot measure, question or proposition or the recall of a public officer.

When is the association going to fix Cactus Canyon?

Answer: Never. Cactus Canyon Pass is a Pima County maintained road. Homeowners concerned about the road's condition may contact the Pima County Department of Transportation or Supervisor Ann Day.

I want the association to send my neighbor a violation letter. Do I have to give my name?

 

Answer: Yes. The association cannot accept anonymous complaints due to changes in Arizona Revised Statutes.

 

If the person receiving a violation notice responds to the association via certified mail the association must provide the name of the person reporting the infraction, among other information, to the member.

 

From ARS 33-1803:

D. Within ten business days after receipt of the certified mail containing the response from the member, the association shall respond to the member with a written explanation regarding the notice that shall provide at least the following information unless previously provided in the notice of violation:

1. The provision of the community documents that has allegedly been violated.

2. The date of the violation or the date the violation was observed.

3. The first and last name of the person or persons who observed the violation.

4. The process the member must follow to contest the notice.
